No, there is not. The offline module has been removed because it is not PCI compliant.

Hi,
Just to let you know that I'll be releasing a new version of Ceon Manual Card later in the week.
I've had version 2.0.1 sitting waiting for release since 19th September 2009, its only change being compatibility changes for what I thought 1.3.9 would need.
Now that I can see 1.3.9's code I can be confident that the new version 2.0.1 will work fine with it!
As I always say though, it's really not recommended to use an offline module.. you really should use a payment gateway.

Good news about the ceon module. We've always used manual payment processing, since we also use it for face-to-face sales. We maintain our own rigorous security, which includes deletion of all parts of the number as soon as it is processed. It would be nice to be in a position to afford a payment processor, but that hasn't happened yet.

Will there be a separate MOD that will be created that functions the same as the Offline credit card processing? (I don't mean the Phone/Fax credit card Mod available right now).
Our web sales right now does not justify the use of a processing gateway. Not to mention if we force customers to use Paypal (even if you tell them time and again that they can use their credit card without opening an account) they will probably just leave the shop!
Hopefully when the new version is released there would be a MOD that adds the credit card processing for the tiny stores! :)
The dev team will not be providing an offline CC module - either within the core code, or as an add-on. I think this point was made clear earlier in this thread.
