Default possible error in a 1.3.9 file?

I don't know whether this is the correct forum for this, but...

/admin/includes/languages/english/countries.php seems to be missing a php closing tag (if that's the right term; I mean the "?>" at the end).

Unless, this is closed by an including file or something.

I'll be darned...never knew that one.

So, in the event that I uncover a bona fide issue with 1.3.9, is this the right forum for it?

If you discover a "bug", then it belongs in the Bug Reports area, ideally along with a solution.
(Note: Typically a "bug" would be reproducable on a clean uncustomized install with demo data.)

If you are simply encountering unexpected results whilst upgrading your site, then it belongs in the Upgrading area.
