USPS Rate Quote Request problem

I keep receiving an error message about my USPS rate quote response:

<Description>Authorization failure. You are not authorized to connect to this server.</Description>
<Source>UspsCom:oAuth</Source>
</Error>

I have followed all the instructions for the USPS setup and double checked all of my information but still receive these error messages.. What do I do>???
