8030 - Communication Timeout Encountered using 3D Secure

I previously contacted paypal MTS about the same generic processor error:
Payment Error ( 1000 [Generic processor error: 10001-Timeout processing request])

They advised

This error has to do with the Credit Card of the Buyer.
Unfortunately, I am not able to give you further details about it.
Please contact our Customer Support for more details.

Hi again Doc,

The 8030 error has returned with a vengeance and my webhost has told me they will open the port for me for cURL. They have asked which port I want open and if it is tcp or udp and if it is incoming or outgoing. Excuse my ignorance but I have no clue how it communicates or if they are even telling me anything relevant to this error. Any help on what to tell them to do would be greatly appreciated.

It just uses simple normal TCP communication on https port 443 to connect to https://paypal.cardinalcommerce.com/
Nothing at all special about it.

Hi Guys,

Do you know if they changed the port? I just emailed my hosting company and I was advised that 443 is open for cURL on my account.
I keep getting 8030 error from cardinel.
