Table Rate 0.00 to 1.00

I would like to change the table rate from 0 to 1. For example, I have written my table rate to say 9.99, 6.95, meaning $0.00 to $9.99 will be charged $6.95 for shipping. But, how can I change the $0.00 to $1.00??? This way it will read $1.00-$9.99 will charge $6.95 for shipping. Or I could always use $0.01 instead of $1.00 if easier. I don't like how it still charges a person shipping and tax if the total dollar amount in their shopping cart is $0.00. Thanks!!

Under what circumstances would a shopper's cart reflect $0.00 ?

No I am not giving product away for free. On one section of my website the customer can create a gift basket by adding the products they want to their cart (showing what they want included in the gift basket). They pay for the gift basket through another option, but the products they add go into their shopping cart at $0.00.

My question comes in if someone is browsing the gift basket section and adds an item to their shopping cart, but isn't actually getting a gift basket. obviously they add the product to their cart from the wrong section, but if they proceed with the purchase, they will get charged shipping and tax on a $0.00 item. I would like to remove this issue if possible by changing the 0.00 to 1.00.

But I am actually wondering about the complete "procedure" you have chosen to use for compiling these product baskets.

Why not charge by WEIGHT, and then give your products a 0 weight, and the basket (when full) a weight of say 15lbs (or whatever unit you are using), then apply your variables as a calculation of the cart's WEIGHT.

That is an option, but may affect all of my products...not just that one section. Back to my question though, do you have any idea if there is a way to change the 0.00 to 1.00?
