Varifying with google I made the file but its not working

I followed the steps on another post about making a file named jscript_googleverify.php and putting it in MYSITE/ZENCART/TEMPLATE but I dont have a file in TEMPLATE named jscript and when I made the file it shows up as a Php file. Am I suppsed to make this file outside my web hosting on my computer and load it into my files that way? I made this file within my web hosting which I am asuming is the wrong way.

ok I found the jscript but still not working
file://mysite/zencart/includes/templates/template_default/jscript

in the jscript file there is a file that says on_load and a read me file not sure what those are but I dont see the file that I put there.

Anyone?

I even tried putting the meta tag into includes/english/meta_tag but I dont know exactly where to put it. I tired 3 different spots in the meta_tag file still not working
