The question is confusing.
You wouldn't need an FTP address for a site hosted on your local machine. Indeed you would need to have an FTP server installed locally to be able to use FTP there at all.
You probably would need FTP for connecting to your remote server, but the address for that would be something to ask you web host.
In both cases the answer is dependent on how your web servers have been set up, and nothing to do with Zen Cart.

when i am setting up my connection via contribute it asks for the ftp address.
i have a local site installed with xampp.
i have figured out the initial setup but i dont think contribute will let me edit zencart from a local host.
when connected to my site in contribute under edit the page is blank
so i think edit of php based site is not possible in contribute.
The issue that you're describing has nothing to do with the language that the site is written in and everything to do with the availability of an FTP connection to it.
Current versions of xampp do come with a FileZilla server integrated, but you would need to enable it and then to create an FTP account to use it (both of which are very straightforward).
However, this would still leave the question of why? Will this allow you to edit text in your language files directly?

how would i go about creating the ftp account on my filezilla server?
To create an FTP account you would open your xampp control panel and click on the FileZilla admin button.
Then in FileZilla you would click on the user icon and "add" a new user to the list of users.

do you have contribute kuroi ? i would like you to see for yourself the ease of editing if we can get it to work.
Do you have Adobe contribute Kuroi ? if we can figure out how to get this to work it would make for a much easier edit.
I can't speak for kuroi, but I think you'll find very few experienced Zenners using WYSIWYG HTML editors for working with Zencart.
At any rate, the issues you're having mainly stem from your trying to use Contribute on a local Zencart installation.
