Payment Modules ON:

- PayPal Express Checkout (Pro 2.0 Payflow Edition) (UK)

Notes:
==========
- ZC: 1.3.8a + Security Mods
- Admin > Configuration > Customer Details
-- State = true
-- State - Always display as pulldown? = false

- Would removing NOSTATE (from Line #511 : 'STATE' =>) in /includes/modules/payment/paypaldp.php help?

Problem:
==========
- Paypal pro works from UK
- Payment pro is not working for those outside of the UK e.g. Japan / USA using a credit card.

Paypal explains the failure as:

- ‘NOSTATE’ is not a valid address line for a billing address. This is causing the transaction to fail.

Sounds like custom code gone bad.
Zen Cart has never used a "NOSTATE" value in paypaldp.php. Not in its debut in 1.3.8, and not in 1.3.9. (and there's no "NOSTATE" used anywhere else in Zen Cart)
If "NOSTATE" is being added because you've added a "NOSTATE" option to the State Pulldown list for some reason, then you may need to reconsider that approach.

Ah so the "we haven't touched it" really means we have made an alteration and that's why it isn't working.. lol ;)

I think a reinstall of that mod will help matters
