No. It's a PHP configuration controlled by the server administrator, ie: the hosting company.

FYI ... as an aside, you'll have a more enjoyable experience with webhosting if you host on a Linux server instead of a windoze server.
Something to consider before you get too far into things.

We have resolved that question but am now getting an error:
Fatal error: Maximum execution time of 60 seconds exceeded in E:\home\louisekjames\zen-cart\zc_install\includes\classes\installer.php on line 252
What could this be ? Anything i can adjust or change ?

Part of the installation process is to test whether CURL is working properly, since CURL is used by many internal components to talk to outside servers, such as payment gateways for submitting payment requests to credit card companys, and shipping companies to request live interactive quotes for shipping costs, and currency exchange rate updates, and many more things.
The error you're getting on line 252 is happening when the installer is trying to talk to the www.zen-cart.com server via CURL to confirm that CURL actually works on your server. In your case it's taking more than 60 seconds to connect to an outside server. That reveals an ugly problem with your server's configuration, which is going to cause you problems down the road when you try to use payment and shipping services, and other things.
There's no good reason for CURL to take longer than maybe a couple seconds at most. If it's taking longer than 60 seconds to do a simple connection, then your server must be configured wrong or CURL is blocked for some reason and the firewall is configured wrong, or maybe something worse.
Time to get your hosting company involved again.
Or use a more reliable and conventional hosting service.

Have checked and CURL is installed and that the zen-cart.com site can be accessed from the server.
Is there an earlier release of Zen Cart i can try or do you have any other suggestions ?
If this is a stop point then i'll have to drop the whole idea with Zen Cart and go with a competitor product

Honestly, it really feels like the problem is with the hosting service you're using, and not with Zen Cart.
If you feel that your hosting service is sacred, then maybe an advanced system like Zen Cart, despite its minimal system requirements, isn't for you.
