Email only sends in Plain Text

I have my store set to send emails in HTML, when I recieve the email its in Plain Text.

Using Zen-Cart Version 1.3.9d

I host with Host Gator

admin->configuration->email-Options->Use Mime HTML when sending emails
As well the customer selected format must be HTML

Sending to an admin email address?
admin->configuration->email-Options->Email Admin Format
As well as the first setting above
