it should be 5.2
but instead it up to 5.59 by itself,
is ther a option i need to deal with?

The Per Unit perweightunit shipping module is based on the Product Weight (products_weight) plus any Attribute Weight (products_attributes_weight) ...

The weight is then used on an Item quantity where you have:
Product Qty x Product Weight

The total weight of the cart is then multiplied by the Per Unit Rate ...

When you say the shipping keeps changing, could you provide a specific example of what is happening?

Lets see

the handling charges is 2.6
And the charges per weight is 0.13

so for a item at 20 weight

it should be 2.6 +(20* 0.13) = 5.2 but it shows as 5.59
So ye im stump, tried changing things here and there but im just not hitting the jackpot.

And if you turn off the Tare Rate in the Shipping Packaging and set them both to 0:0 ... does it work better?

The Maximum Weight is used ... if the total weight is over the Maximum Weight it uses the "large" package Tare and if under the Maximum Weight it uses the small to medium Tare ...
