There's a 'Submit Your File' button on the main page of Free Software Add Ons.

Thanks for the pointer. I had a couple of attempts at uploading and in frustration I gave up.
If anyone is interested the payment module is for the Australian payment gateway eMatters(ematters.com.au). If anyone is interested send me a PM.
