Can I make Shipping telephone number required?

Hi,
Is there any way to have a telephone number required for the recipient in the shipping address of the order process. I need this for the courier. I am using version1.3.8a? I've been looking and looking and cant find it. Any enlightened zenners out there?

There's no mod for that. You can search the forums for shipping telephone for some threads asking the same question, with at least one possible answer here:

I realize you're asking about 1.3.8a, but for anyone else reading this, I'm using 1.3.9f and requiring a phone number now seems to be built in by default.

Yea, I just started serching on this again and see that it is out there for 1.3.9. Just wondering does anyone know how to do it for 1.3.8a as some of my modules are not ready for 1.3.9 so I'm stuck!

Maybe another option would be to have the special instructions box made required? Would this be possible?
