Low Order Fee Module

I set up the Low Order Fee module and It's not working. What am I doing wrong? It seems like a very simple thing to do. I had the sort order to 400 and changed it to 100 - neither one worked.

What version of Zen Cart are you using?

Try doing a REMOVE, INSTALL and reconfigure on the Low Order Free ot_loworderfee and leave the Sort Order at 400 ...

Be sure to set the enabled to True ...

What kind of Products are you selling?

Are these Virtual Products or Downloads?

Do the Product Model start with: GIFT

I did all the delete, reinstall and no luck.
I even delete the php and downloaded a fresh zencart and loaded the new one from there.
I sale embroider designs.
All products are downloads.

I just noticed that 2 days ago I changed the width on css. It didn't make any changes. I use notepad++ and I save it and FTP it in filezilla. It just now changed to what I had tried and I changed it back and it hasn't changed anything. Any ideas of what that might be. I have uploaded it thru Notepad and Filezilla. I have always been able to see the changes right away before.
