Since kobra isn't mustering up any energy to explain it, here's the rundown:
a) Create zone definitions for the countries+states that you *do* want to restrict certain modules to work with.
b) Edit each respective shipping module for which you wish to impose a limitation, and set the Shipping Zone pulldown to the zone definition you wish to limit it to.
ie: in the case of preventing the table-rate module from working for non-USA addresses, create a zone definition for just USA. Call it something like "Shipping zone for Continental USA". That definition should include the country=United States, and all the respective states for which you want it to serve. Then click Edit on your Table Rate module, click on the Shipping Zone pulldown, and choose "Shipping zone for Continental USA" from the list, and save your settings. Now that module will only show when the shipping address is one that fits inside the defined country/states you configured in that zone.

As crazy as this sounds but yeah i just read about zones and all. I thought I could just use table rates for life.
From my understanding, correct me if I am wrong, zones rates are much similar to table rates..just better. Zones rates can do everything table can do PLUS add 'zones'
All I need to do is copy my table shipping parameters to zone table of US and be done?

Its working just as I want it to.
For someone who may stumble upon this post, and havnt heard of zones before.
go to admin>locations/taxes> zones definitions> insert a new zone.
in there add US or whatever country/states you want the module to show.
go back to your table rates module> edit and at the bottom select that zone.
from there on the table rates module will show up only for the zone you selected.
Thanks for the update that you were able to build your Zone Definition correctly and get your shipping sorted out ...
