I received an email today that had the subject "{Disarmed} Participate in Zen Cart's Survey". I am wondering if this is legitimate or just another phishing scam. Looks nice but all of the links go to odd url's except the email link.

It's legitimate, and was emailed to you because you signed up to the Zen Cart mailing list and confirmed your desire to receive emails by confirming your choice to opt in.
