Paypal No Sale (Item + Shipping Cost Exceeds Paypal Balance)

When using PEC, if a customer has a "paypal balance" ex. $40 and selects a (pre-shipping cost) zen cart item that is less than that balance ex. $39 paypal will select the "$40 paypal balance (PB)" as the source of funds.

......so when the customer returns to a zen cart shop, selects shipping ex. $7 the total of the sale is now $46, since this now exceeds the $40 PB, paypal begins looping the customer into a paypal/zen-cart site loop until one of them times out.

Since the PB is selected automatically (because shipping $ is not included) no other funding source options are offered or linked to cover the small overage (my test paypal account has a credit card linked, but no bank)

I don't think this is a Zen Cart Issue, but a paypal catch-22 perhaps, since paypal will not offer other funding sources, unless the paypal balance is exhausted.

I suppose this is a small issue, but should be noted.

The Express Checkout module already catches 10422 errors and redirects the customer back to the PayPal site to select a new funding source.

Sorry if I was not clear:

There is no way to select any other funding source if the PB is enough to cover the cost of the item. Paypal does not offer any other funding sources when redirected back to paypal, because it thinks the PB is enough to cover the sale (but with shipping it's not enough)

Ex.

Paypal Balance $40 (credit card linked for backup funds)

1. Shopping cart Item $39
2. Paypal Website : Item $39 (No other funding options because of $40 PB covers $39 sale)
3. Checkout Shipping: Add $7 to total
4. Checkout Confirmation Total $46
5. Paypal error/redirect back
6. Paypal Website : Item $39 (No other funding options because of $40 PB covers $39 sale)
7. go back to 3. etc


I have not tested this with a linked bank account, only a linked credit card. On other purchases/sites when this issue happens (more than one source of funds is required) "Backup Funding" is pulled from a bank or a credit card, but not with this scenario, because paypal does not know the real amount until after the funding sources are (automatically) selected.
