Have been using ZenCart for several years and love it. One of my clients has an older version v1.3.7 [2007-05-11 13:54:07] (Fresh Installation). No add-ons have been installed. The original offline ZC payment module has been working fine until recently. During checkout, some customers are not seeing the radio button cc check out option, about 50%, only the money order works for them. The order processes fine. I have other clients with the same version and this has not been an issue.
I am aware of PCI compliance and happy ZC is now compliant.
Why are some customers not seeing the cc option? Is PCI compliance somehow built into the users interface?
I will be upgrading all accounts s0on, but was hoping to resolve this first.

Stop right there. Delete v1.3.7 and install v1.3.9 ... There is never a good reason to perform a new installation with an old version, especially one that has many known security issues, and it is pointless to waste the time looking to fixing issues in such installations.

If you're doing a NEW INSTALL anyway, start with the latest version.
If you've got a site with all kinds of customer/order data history, then you'll need to do an upgrade. Always upgrade by hand. Following these instructions will minimize customer down-time: https://www.zen-cart.com/tutorials/index.php?article=98.

Thanks for your reply. I am going to enter new territory and up grade all my sites to v.1.3.9. Some have custom templates and configuration files that have been changed in the original setup. One of my clients storefronts has just stopped working. When trying to create an account, submit goes to a blank page. In addition, all customer orders and addresses have disappeared. The original database still exists in phpMyAdmin but seems to no longer be linked. All sites are currently in maintenance mode.
Should I try to repair the original install before proceeding with the upgrade? I am studying all of the documentation thoroughly.

You might try the following tool, which will likely expose that your stores are on servers that have been upgraded to newer versions of PHP for which Zen Cart v1.3.7 are not compatible.
