today I received a E-mail about the 13116 problem,
13116 Transaction refused because of an invalid argument. See additional
error messages for details. - The transaction is in progress for this token.

Sounds like someone aborted the transaction and restarted it again (hence the "is in progress" note).
The would be returned to the checkout_payment screen, and allowed to checkout again.
