Configure file issues when upgrading

I am trying to upgrade to 1.3.9h from 1.3.8. My site was hacked, but I was able to get it restored. During the hack, and after the restoration, I cannot make any changes to my configure.php files or change my sql password. Any thoughts on how I can get the configure file to let me make changes again? What should I try?

Obviously without getting in to make changes, I can't get the files to "see" my new database name. Let alone, get very far in upgrading!

If doing this correctly, you should be installing fresh 1.3.9h with a new Database to start with then apply your old DB backup(import) into this new DB and re-run zc_install to upgrade the DB

Probably file permissions are set to 444
Use your host provideded tools to change permissions to 644 make edits and reset to 444 when done

Perhaps I did this backwards... I first created a new database name, then backed up my old database under the new database name.
