I have store pickup(improved multiple), USPS, UPS shipping methods.

I have no zones assigned anywhere.

When I choose store pickup, I get no payment methods and THAT MESSAGE.

When I choose another payment method, I get paypal and not THAT MESSAGE. Even if I install CK/Money Order I get THAT MESSAGE. Even with the unimproved store pickup, I get THAT MESSAGE.

Is there an issue/bug/gotcha? If so, I would love the proper search string to find it.

If you go to the Admin and look at the Customer Record and edit it ... do you see the proper settings for the Country, City and State?

Does this happen with both National and International addresses on the checkout_payment page?

Further - a plain vanilla 1.3.9h with demo data does not have the problem so it has to be one of my addons - i have very few so i will test and report.

1. Yes the customer records do have proper expected city, country, state.
2. We have no international plans so this is untested.

I need to start installing addons to isolate issue.

looks like dual_pricing__wholesale_pricing_1-7a, file includes/classes/shopping_cart.php is missing the 1.3.9h changes (diff shows about 8 small changes relating to cart management).

I am posting this in that addon thread as well.

I can certainly merge the changes but i am in no position to run the regression testing that I am sure a conscientious maintainer would have. But at least I will know if i have a suspected fix.

I tried merging the changes but there may be more issues or I did not get it done accurately. In any case I have abandoned the dual pricing addon until it is fit for 1.3.9h - it worked with g.
