I have v1.3.9h using a bask_black template:
Question is... can I make the cart responsive (some call it adaptive) for a smart phone screen

I've never used 1.39, nor that template, but a template is a template, so there's no reason why you can't.
The question is, should you spend that time changing that template or upgrading to zc 155 where you have all that "responsiveness", and then would be a matter of tweaking some colors etc..

For "reference" the duplicate (original) post is found here: https://www.zen-cart.com/showthread....ive-(adaptive) where so far a similar conversation appears to have been had.
For information: great that it was self-noticed quickly that this thread was a duplicate of the other and attempted to edit it. There isn't really a delete thread option by us users. Instead, if the text were completely modified to not really discuss an issue and exceeded a minimum value then less likely to possibly get helpful advice in this here duplicate thread. :)
Also could do like I did above and add a link to redirect readers to the original thread.
All that said? Hopefully it is not something that happens regularly. :)

I modified the 139 standard template to be fluid/responsive way back then, well before the term "responsive" was widely adopted to describe fluid templates, and the modification has served me well ever since. Basically fluid design fits any shape/size screen, while responsive design turns off/on certain elements according to the viewers screen type. Neither is difficult to do or achieve.
To see what I did, search this forum for 'dw08gm fluid responsive".
