Countries other than Australia timing out on the checkout page

Running version 1.3.8a (was going to upgrade once I've fixed this.)

I've got an issue regarding setting up shipping to other countries.
We've been shipping to Australia for a long time (2 years) with no issue. Recently I set up the cart to allow shipping to NZ, USA and UK as well. However whenever someone attempts to create an account from those countries then the cart times out on the checkout page. The account is created in the backend but the user can't login due to time out.
Please offer your advise.

I just created an account without a time out

There is no additional validation checking being done for other countries

The issue occurs when people place items in their cart and then attempt to purchase.

Did you do this or just create an account.

Sorry I'm not expaining myself well.

I have created test accounts and have found that it only happens when the user has items in their cart

yes recreated with New Zealand and USA.

Australia is fine though.

Created an account with UK address (I am in Oz just "up the road" from you )

Placed 2 items in the cart then proceeded to checkout and got this message in FF:

The page isn't redirecting properly

Firefox has detected that the server is redirecting the request for this address in a way that will never complete.

* This problem can sometimes be caused by disabling or refusing to accept cookies.

Have you tried the cookie bit, Dave?

I do not receive a time out message but do get this

This is the result

=checkout&action=null

Instead of

=checkout_shipping

I do not know why the country would alter this unless your zones are not correctly configured???

Logged in again, changed my address to my real Oz address, placed something in the cart, went to check-out and all's good.

I'd follow Kobra's hint and double-check the zones.
