Shop does not apply VAT tax to products

Got it working now!

Start with going to the Locations / Taxes ... Zones Definitions ... and find your Zone Definition ...

On this Zone Definition you have a DETAILS button ...

When you click the DETAILS button you should have listed the
Country:

Zone:

for this definition ...

You cannot tax the entire world ... so you would build a Zone for who you do tax ...

I checked that again and found that on this level I have to add 'all the zones' again. More specifically, in German: 'alle Länder' and 'alle Zonen/Bundesländer'.

Thanks for the update that adding the specific Details to your Zone Definition fixed this issue ...
