Did this customer exist in your store prior to that transaction?

Based on the customer ID, I would say NO. This was their first purchase and login at the store.
I do see a second address related to this customer. The Billing address. Its a different address and city. But the apt number that shows on PayPals delivery address also shows on the ZenCart Billing address.
Your screenshot is kinda blurry.
Are you telling me that the Apt number stored in ZC was put on both addresses but didn't get removed from the Billing address when the customer overrode it?
Or is just missing from the Shipping address?

If there is a way to answer that question with stored data I would get you that answer.
Attached are two emails. One from PayPal and the other from ZenCart. They will clear up the fuzzy graphics from my last post.

According to the logs, PayPal supplied the apartment number for what was stored in your store as the Billing address.
And then when the customer changed their shipping address but didn't use a "line 2" field, ZC left the apartment number in there, and sent it back as part of the changed address ... which is why PayPal is showing the apt number as part of the address in the gray box with the payment details.
It would seem that the info in the gray box (and the PP email) is thus incorrect, and the regular details of the order's shipping address are correct as the customer entered them.
