website is not calculating the correct taxes at check out

I need a bit help here. I have a site that is just about ready to go live, but my client is having some issues configuring taxes.

He writes:

"Our website is not calculating the correct taxes at check out. If I ship a product to Nevada or California it is charging the same tax rate. One of the options when I input a product is whether it is None Tax, NV Taxable or CA Taxable. If I choose NV Taxable for the product, then all orders for that product are taxed at NV Taxable rate. It should be taxed base on the shipping address. I am probably doing something wrong."

Where are you able to set this?

A default in the product setup is None or taxable only then you have zones & taxes setup for your areas where you charge tax and the cart calcs based upon the buyer address
