Is it really necessary to do it to upgrade? When I went to do it through my host there's going to be a monthly fee, and I don't really want to have to spend extra money, just to upgrade a simple shopping cart.

No it's not really necessary to add another database to perform an upgrade, but doing so can help avoid downtime.
