shoppers cant sign up

hello
setting up a new site and on the base temoplate it works ok but on the other templates - including all_business when the buyer goes to sign up they can not the sign up button does not action anything, the code of the button is here

any suggestions to why the button does not work?

I noticed an 'https' connection is being used. Do you a have a working SSL Cert installed?

Any errors on page or in the 'cache' dir. ?

site has existing ssl, and no cache errors or screen errors
Even tried reloading the latest ZC and template, and other templates

Does the problem persist when you switch the template to classic?
