where is the proper place to add the following to the php.ini
arg_separator.output = "&"

i am hoping this will fix validation errors
1) general entity "rand" not defined and no default entity
2) reference to entity "rand" for which no system identifier could be generated
3) reference to entity "rand" for which no system identifier could be generated

generated by the code &rand=or is there a better way?

or remove the ; from the current line?
