Default Paypal Standard seller protection not eligible

I use Paypal Standard payments and the majority of the emails from Paypal confirming the payment has been received state I am not eligible for seller protection. Also the customers address is never on the email receipt. Is this normal. How do I get the seller protection ?
    Thanks
