Default missing tpl_footer.php after footer mod removal

I have no sign of tpl_footer.php in my installation or any of my backups.
I installed the footer mod and did not get any overwrite requests from filezilla.
I uninstalled all mod files per instruction and confirmed with FTP log.
I wen to retrieve tpl_footer.php from alast backup and its not in the tree

There is never a reason to copy a /template_default/ file into a custom template folder unless you are modifying it. If there is no custom version of a file, the default version will automatically be used. If the custom version is corrupt, it will still be used and cause problems.
