Can't Login. PHP file is downloaded after entering login & password

I set up a cart last night with v1.3.9. I reached the point in the installation to setup the store and the products by logging into the admin portion of the store (after I changed the name and permissions for the admin folder via my FTP). Every time I enter my login and password a download window appears and downloads my login.php file. I've back traced my steps and just can't seem to find what I've missed.

Ultimately, I haven't even been able to access the admin area to setup the store or any of the products.

Any help would be appreciated.

This is usually a php handler issue on your server

See if you have a global htaccess file at the root of your web space

Where would I find that file? I can't locate it.
