Right Column not showing sideboxes

Hi. I am a newby trying to change my homepage. I am using Zen Cart v 1.3.9h. I have added a template called 'mother-earth' and I am trying to make changes to that template.
Here are my settings:
Configuration/Layout Settings:
Col L Status - Global Value=1
Col R Status - Global Value=1
Tools/LayoutBoxes Controller:Settings:
L/R Col Status = ON
Location: RIGHT
L/R Col Sort Order = 10
Single Col Sort Order = 10
Single Col Status: ON

I am trying to put into Right Column as the top box:
sideboxes/shopping_cart.php

I am unaware of any page overides.

Depending on the setting in admin, the shopping cart sidebox doesn't display unless there's something in it. Try activating a differnt sidebox on the right as a test, like one of the banner boxes.

I went back to the tools/layout settings screen and reset.

The original boxes came up but I cannot change the order of them or make them not show. It's like my changes are not effective but the changes are saved on this screen.

I turned off all the banner boxes and it seems to have worked. They are gone. Thanks for your assistance.
