NO Sales Tax to outside of State Sales

My tax system is working fine now and it's charging tax on all my sales. I am trying to setup my tax system to NOT charge Sales Tax for outside of the State Sales. I have set my Zones, Zones definition according to the instructions but have no luck.

Can someone let me know exactly what i have to do in order to get this working properly.

The idea was to setup the cart to charge a sales tax for inside of the State sales and NOT charge TAX for all outside of the State Sales.
