No admin, no cart - includes/application_top.php problem

So I uploaded the site to the server and then went into "admin" and did the first time user run through. Everything came back just fine on it and then I clicked the link to go to the admin page. I get this error:

I know I must be doing something wrong, but I have no idea what. Thanks in advance!!

I am using the latest version of zen cart

Check that file permissions

File permission were set to 644, i tried 777 and 444, but no luck. I am currently reuploading in hopes it helps.

Any ideas? I have re-uploaded the entire site and gone through the configure process again. And still, the same error.

Are you really using a windows server?
