Need to set up 50+ zones?

Good afternoon!

I started to set up shipping zones, then realized I might be operating them improperly. Using ZC 1.3.9h.

I want to set up table rates (I think, if I'm reading tutorials and posts right) - basically need three rates - "Ground", "Rush", and "free for purchases exceeding $" in each of 3 shipping zones:

US - except AK, HI, and Possessions
Canada - seems simple enough w/"All Zones" & 2 defined rates
AH, HI, Guam, PR, and USVI

It appears, however, that in order to do this, I have set up each State other than AK, HI, PR and USVI as an individual shipping zone. I tried holding down the control button to select more than one State name for the first rate - unable to do so. Is there a way to shortcut this, or do I actually need to set up what comes down to 50+ zones (continental US, Canada, and the remaining 5 areas)?

Can't find any answers in here unless they pertain to countries, and I'm not shipping internationally yet. Am I reading this correctly?
