Can't change permission

Good evening,

I'm new at this, and I'm sorry if my questions sound stupid, but I have to ask anyway.
I'm just starting installing ZenCart on my local machine (XAMPP server) and right away I've come unstuck.
I have altered the two dist-configure files as instructed and then I'm supposed to:
"Right click – Properties – Security – Edit – Select Users – Select Allow Modify permission – Click OK for both of the above renamed configure.php files".
I'm standing in Windows Explorer and all I get when right clicking on the file is a menu with "General" and "Summary" tabs, there's no Security, etc. tab showing. I'm most certainly in the wrong place, but where should I be to get the correct properties menu showing?
I would really appreciate some help.

Right click a file > select properties > Find attributes > your only option on win is to make it read only

I'm adding a question to this question. What if these permissions don't stay changed but keep popping back to 770 instead of staying at 777?

Yes, I noticed that Attributes > Read-only or Hidden are my only options, so can anybody suggest how I should proceed - I must change the permission somehow, mustn't I.

Are you running this on your local win pc or is ZenCart installed at some host?

I'm running it on my local pc, OS Windows XP w/SP2, WAMP server.

You only need to have it functioning locally

As long as it functions, don't worry about permissions
