JavaScript and CSS issues

Hi everyone. I'm new user of zencart (version 1.3.9) and I'm trying to make my own template from scratch. Everything is fine except that I want to create custom module based on jQuery. Because of "$ is not defined" error I've fallowed this instructions: http://www.zen-cart.com/forum/showpo...&postcount=248. Now my script is not loading at all. Placing scripts directly in .php module files also didn't help, same with 'on_load' directory (yes, I gave proper file names).
Second problem is that when I'm viewing page from other computer in local network (apache is installed on my computer as localhost), css, pictures and js get requests are blocked. I have many websites based on different CMS systems and all of them work properly. I removed all .htaccess files and set chmod 777 and it's still the same. I suppose it may be something with apache configuration, but I can't find any helpful information.
Any advice will be appreciated.

Ok, after reinstall everything works just fine. Maybe something went wrong during installation process.
