you missed languages file

Whenever you see text like DATE_FORMAT_LONG (all caps), it most likely means that the language file where that constant is defined is missing. Search in Tools > Developers Toolkit for DATE_FORMAT_LONG to see where it is used and if there is a define for it.

If that didn't show up in the DTK, you're missing two very important files (admin/includes/languages/english.php and includes/languages/english.php). If those weren't there, your site wouldn't work at all, so I'd guess you didn't search properly.
Check both of those files to see if they've been improperly edited.
