Paypal express checkout international shipping issue

Gentlemen: I am using zencart v1.3.9h and paypal express checkout as my only payment module.

My premier account in paypal is in the USD. My website caters customers in the US or abroad who wants to send flowers and gifts to someone in the Philippines (and abroad).

I tried several times making a small purchase from my website by entering my US billing address and recipient's address (Philippines). However, i am facing these problems when I am directed to Paypal webpage:

1. In Paypal page, the Philippine address (of recipient) is already pre-populated as the billing address, instead of US billing address. Therefore, the customer has to delete the information and enter the correct billing address, together with the credit card information. This is time consuming since the billing address has already been entered upon check out. Is there a way to change the code in order to transmit the billing address in the Paypal page?

2. Either the customer will use the credit card or log in using his/her paypal account, the shipping address shown is the US billing address (instead of Philippines). Although I saw an option (when using paypal account as mode of payment) that a shipping address can be added, there is NO option to ship outside the US.

1. You'll need to contact PayPal and ask them to add the ability to supply both shipping and billing addresses as part of transactions.
I've been asking for this for years, and they've not yet done it.

2. You should check with PayPal Support directly, but I believe that for fraud-prevention reasons they won't allow you to bill one country and ship to another country. You certainly wouldn't qualify for Seller Protection if it were allowed. But, again, since what you're talking about is happening on the PayPal side, you'll need to contact them for confirmation or their suggested workarounds.
