Is there a way to set up a customer notification letting the customer know if they already purchased a product?
I sell downloadable embroidery designs and most customers do not need to have more than one

You could enable the Sidebox for Previously Purchased Items... also known as 'order history'.
Admin > Tools > Layout Boxes Controller: sideboxes/order_history.php
Note: sidebox only shows after logging in
