Default PayPal Payment Error Problems: (56) Received HTTP code 403 from proxy after CONNECT

I have had a few customers notify of this error that started coming up when going through the checkout process. If I send an invoice via paypal to customers, they can complete payment but when they try to process through our site this message comes up.

"An error occurred when we tried to contact the payment processor. Please try again, select an alternate payment method, or contact the store owner for assistance. () - (56) Received HTTP code 403 from proxy after CONNECT"

    What is causing this?

That's because you've got CURL Proxy Status set to True in Admin->Configuration->Sessions.
The proxy should NEVER be used. That was only ever there because GoDaddy has crap server setups.

I don't see CURL Proxy Status in sessions. Where can I find that?

Thanks! Anyway to test it out, or just do a transaction and refund myself?
