Those emails come whenever someone gets a shipping quote, and only if you've got the debug email option enabled in the module.
So, if they use the Shipping Estimator or visit the checkout_shipping page, a quote will be requested.

I constantly get 20-40 email debug responses a day, but notice that there are no orders, or no customer sign ups. Does this mean that people are coming to my site and just estimating shipping costs for a product?
Here is a common USPS Debug Response that I receive:
"(You can turn off this debug email by editing your USPS module settings in the admin area of your store.)

<Error><Number>-2147219099</Number><Source>Rate_Respond.;clsRateV3.UnpackRateNode;SOLServerRates.RateV3_Resp ond</Source><Description>Missing value for ZipDestination.</Description><HelpFile></HelpFile><HelpContext>1000440</HelpContext></Error>"
Seems to be so.
And, since they're not supplying a zip code, it can't give them a quote.

Keep in mind that as a Guest, the first hit on the Shipping Estimator by the Guest has no settings but triggers the "attempt" for a quote ... hence the debug errors that you are seeing that appear to be blank requests ...
