There are 3 steps to configuring your Cardinal 3D-Secure service properly:
1-Login to the Cardinal Merchant Admin URL supplied in your welcome package (NOT the test URL), and accept the license agreement.[1]-Set a transaction password.
3-Copy your Cardinal Merchant ID and Cardinal Transaction Password into your ZC PayPal module.

Yoiu might have to wait until someone that uses cardinal sees this and hijacking anothers thread is not the best way
You should have started your own thread....
I think that what you posted here in post #13 may be why you are having issues as it looks as though you have not configured this correctly at the gateway and maybe not in ZenCart either
