Can not get tax to be added to order total

I just installed ver Zen Cart 1.3.9h and everything seems fine except I can not get it to add tax.

I set a tax for Zone Wisconsin in Taxable Goods, yet when I test it as an order going to Wisconsin no tax gets added.

What am I missing here?

1 Check your Zone Definition Details and make sure you set:
Country: United States
Zone: Wisconsin

2 Check your Tax Rate and make sure you have that set to:
Tax Class Title: Taxable Goods
Zone: Wisconsin
Tax Rate (%): (whatever you need)
Description: (whatever you need)
Priority: 1
