How do I limit the purchase quantity of a product altogether (no re-purchase)?

I am trying to set it so that a product can have a quantity limitation overall for that customer, so for instance :

Product 1 has a quantity limit of 3
Customer A purchases 3
Customer A logs out and logs back in and is DENIED from purchasing that product any longer

Possible? Module?

No module that I know of. You'd need to add an extra cart action that checked against a customer's previous orders and prevented them from adding products from there to their cart. But it couldn't work until they log in.
