USPS Shipping Module - Not taking customer shipping selection

I recently got all my shops upgraded to 1.3.9h. I am now having an issue on one my site dedicated to international (non-USA based) customers with the USPS shipping module. It has been updated to the UPSP.php update from 1/2/2011. I had a report and confirm that it is malfunctioning. I offer 3 options GXG, Express Mail and Priority Mail. Even though you select Priority Mail in Step 1 of checkout when you move to the next screen it is applying GXG shipping rates (which is the top rate on the page and most expensive obviously). So I went a step further and removed the GXG so the only options were EMS and Priority. When proceeding to the Step two it again selected the first quoted rate ignoring my selection of Priority. What is going wrong and is there a solution to this problem? Much thanks in advance.

Please make sure that you are using the January 2, 2011 C version from post #26 of:
http://www.zen-cart.com/forum/showthread.php?t=171314

and that you have followed all of the instructions to do the:
1 Save old settings

2 REMOVE

3 INSTALL

4 Re-configure

What are your settings in the Configuration ... Shipping/Packaging ...

What is the Ship From?

What is the Ship to?

What is the weight of the orders?

Check the version again to double check it was the 1/2/2011 C. I reinstall and put a freshly downloaded file over the existing just to make sure that was cleared up. So version shouldn't be the issue.

My settings are as follows:

Enable = True
User ID = "My ID"
Using Production Server
Handling = 5
Handling currently per box but was per order
Tax Class = None
Tax Basis = Shipping
Shipping Zone = None
Sort Order = 0
All packages are machinable = False
USPS Options = Show Weight
Domestic Shipping options = None Selected
International = GXG non-doc rect, Express Mail Intl, Priority Mail Intl
Debug Mode = Off

Ships from = US/08721
Ship to = Australia
Weight = 4 lbs

After reinstalling the same issue exists it is still reporting the top USPS quote in the list regardless of the selection.

Meant to add the website www.scubastevesinternational.com. I tryed changing the machinable setting and the handling per box/per order separately neither had any effect.

Are these the exact spelling you see on the USPS shipping module:
International = GXG non-doc rect, Express Mail Intl, Priority Mail Intl

In the Tools ... Developers Tool Kit ... can you do a search on:
usps.php

and see what comes up on the Version ID ...

Could you go through the steps of:

1 save your settings in the Modules ... Shipping ... USPS ...

2 REMOVE the USPS shipping module ...

3 INSTALL the USPS shipping module ...

4 Reconfigure the USPS shipping module ...

Done... Same results.

It definitely has something to do with internation locations. (australia in this case).

I went to my www.scubastevesmarine.com site and tried the same scenario there with the same result (taking the top result instead of the Priority the was selected). Also tried with a US address and it worked properly selecting Priority
