Issues with authorize.net aim "communications error"

I'm using v1.3.9, no recent upgrades, no addons recently installed. my hosting account is with Webhostingpad. I have looked all over the FAQ and found some issues slightly related but not exactly. I have contacted Authorize.net and Webhostingpad and they have been unablle to help me. The problem remains even with a new install of Zen Cart. Test and live transactions both fail saying communication error.

Error on cart reads: Communications Error - Please notify webmaster. - Your credit card could not be authorized for this reason. Please correct the information and try again or contact us for further assistance.

Your hosting company needs to fix the problem which is preventing your webserver from being able to connect to outside addresses over port 443 (SSL) using CURL.
