Im trying to setup a new tax zone but Admin -> Locations/Taxes -> Zone Definitions -> under the specific zone, when I try to insert a new sub zone the Country and Zone drop-down menus doesn't' contain any countries or zones. See attached image.
Did anybody have same problem? Any help is much appreciated.

hmm...Im still having this problem, ...I see some other posts with similar problem.. but no solution??

I'm having trouble seeing any other posts "with similar problem".
As far as "the problem", that list is generated by a very simple database query which selects all countries from the countries table in the database. It will be empty if there are no countries in your countries table. So, as far as ZC core code is concerned, that's the only reason the list of countries would be empty. The only other reason would be if your website's code has been changed to do something different..

When I look in the database under the Countries table I do see that at the countries are listed. They are also listed fine in Admin->Locations/Taxes->Countries. They are only missing from the dropdown menu in Admin -> Locations/Taxes -> Zone Definitions -> under the specific zone. The States are missing too.
I checked and re-uploaded geo_zones.php so I believe that is not the problem. What other files relates to this?

Great, thanks. Finally solved the problem. My files:
functions_customers.php
and
general.php
in
/admin/includes/functions/
were for some reason modified. The call to the database in regards to the countries and state tables were commented out.

Thanks for confirming that the problem was indeed tampered files on your site.
I suggest you find out how+who changed them, and why..

Guys I came across this thread after having the same issue,
The issue arises due to a number of third party module that overwrite and comment out part of the code in general.php
