VAT display

I have already read a bunch of threads, but I still have a problem.

I'm a non-American merchant and I need to display the price including VAT to every customer (logged or not logged in).

I've tried every option "true" and "false" in Admin, but only the excluding-tax-price shows up in the store.

Please, help!

I forgot to mention my settings in ZC 1.5.1:

1. Admin->Configuration->My Store
a. Country/Zone: Portugal
b. Basis of Product Tax: I've already tried Store and Shipping
c. Basis of Shipping Tax: I've already tried Store and Shipping
d. Display Prices With Tax: True
e. Display Prices With Tax-Admin: True

2. Zone Definitions
Admin->Locations/Taxes->Zones Definitions:
Portugal
International (except PT)

3. Country/zone combinations
Admin->Locations/Taxes->Zones Definitions->"Details":
International (except PT) - All Countries/Zones (except Portugal)
Portugal - All Zones

4. What tax classes do you have?
Admin->Locations/Taxes->Tax Classes
Taxable - 23%
Non-Taxable - 0%

5. What tax rates have you created?
Admin->Locations/Taxes->Tax Rates

1) For a moment, I thought I had solved my problem, when I updated my default currency to 1.

But, then, I realized that it wasn't easy setting up ZC pricing/taxing system for non-American merchants, which means an order display like this:
Sub-total + Sales Tax + Shipping Cost + Shipping Tax = Total (including everything).

So, after spending hours around this issue, I gave up and deleted all my tax zones, classes and zones and simply decided to input net prices including VAT in Admin.

2) I also had a problem with Payment Modules when I changed between Billing addresses from two different countries in Checkout.

I wanted to display only one Payment Option for the international zone, and three options for the national zone, but what was rendered in Checkout didn't match what I have defined in Admin Payment Modules.


Too much hard thinking for me, and I wanted to be zenned...
